User Access Control Problems

I have a hard drive in an enclosure I am trying to read on my new laptop. I can read some main files but when I try to access the Users folder it tells me I don't have permission. When I try to click to get access it just gives me the loading circle without ever going forward. Old laptop had Windows 10, this one has 11. I feel like that may have something to do with it. Old laptop is toast so I can't reconnect it.
