Question about farming

Specifically about Felicity Rampant in TPS. Trying to go after a couple of the heads she drops but can't seem to get her to drop ANY. Spent over and hour grinding her out and I'm starting to think I might be missing something. Or is her drop rate for the heads just that low? Appreciate any input!
