Does anyone know why the NPC invited to the Fireworks wouldn't show up?

Okay, so to preface this, I'm running the Switch 2 version, which has just a few things added, like mouse mode. Now, I invited Ulalaka to the Fireworks. I talked to Matsuri to set up her favourite (Red and Deluxe, for anyone wondering), then I waited for 7PM. 7 hits, and it says she's in Spring Village, according to the map's "Nearby villagers" feature. I only checked because she certainly wasn't in Summer Village at the Beach like she was supposed to be. So I go over to Spring Village, and she isn't on the map. Is this just another instance of poor coding of villager placement? I do know that Villagers nearby changes every time you reload the game. I had Matsuri show up in the Winter Village on my last loading of the day (it was getting too late to play anymore at 11PM, my usual bedtime is around then), despite her being in Summer Village the previous loads. Do I just need to reload until Ulalaka shows up in Summer Village at 7?
