Should I inform my agency I’m referring someone to the company?

Hey so I’m under an agency but I report to this particular company. So the senior that I report to in this company asked if I knew someone for a position so I am planning to refer someone

Question is:

1. Since I am under agency, should I inform my agency I am referring someone to the company?
2. Should the person I will be referring be under agency as well?

Well preferably mas malaki talaga rate if not under agency but I was just wondering if I would get in trouble with my agency for this
