What happens to ChampVA if my wife loses her job with her primary insurance?

I've read and re-read the ChampVA info on here, but I still don't understand what happens if she loses her job and her primary insurance is discontinued. Does ChampVA become her primary insurance? Does she have to buy primary insurance? We're in California. Are there any VA hospitals that she can get a primary care doctor to see her at?
