Trouble with arinel ganes quest

So basically it's been a few in game weeks after I did the second part of arinal ganes quest and now Everytime I try to talk to him to do the third part it only pops up the base dialogue of me asking for his opinion of ancano. Does anyone know why I can't do the third part?
