Did my condo get scammed by this HVAC company or is this normal?
hi there. First time posting in this sub because I just want some professional perspective on this. I own a condo in a short building from the 80s in Ontario, Canada. Our building was constructed with individually operated heating and cooling systems and has been that way since being erected (with some replacements over time). Last year, our board took the plunge and started on getting rid of that and installing HVAC. A special assessment of 2.5 million was levied across all units to pay for it (and a couple other much smaller projects.) The board made it seem that that would be all that was needed, and that construction of the HVAC would be speedy and be done at best within the year (2024), at worst within the following year (2025.) Well it’s obviously 2025 now and the first stack is STILL in construction. In started on that first stack and then stopped for like four months or something, in which time people in that stack were just living with their units all torn up and in tarps. I was told that apparently the HVAC company, once they dug into our walls and such, said there was much more work to be done than anticipated and demanded 2 million MORE and stopped construction until they got their money. And now a year later, with construction barely past the starting line, we are being asked for another 2 million special assessment AGAIN to finish this HVAC project.
At this point I’m starting to get the feeling that perhaps our board was basically scammed by this HVAC company or something, because I don’t understand how the engineers can apparently okay our building for this project but then suddenly the HVAC company is demanding multiple more millions once it starts. but even if the board were scammed, I don’t think they will ever want to come out and say that. There’s really no turning back from this project now, it needs to be done, but I really want to know just WHAT exactly went so wrong here besides our building obviously being older. Or maybe its as simple as that? To me things don’t add up, but I’m also a layman so I’d love some pros thoughts on my situation.
