Need a current diagnosis

For my VA claim—does my Genesis Patient Portal while on active duty count as a diagnosis? It says I came in for a head injury, mentions likely TBI, and shows that I’m seeing a psychologist regularly for that same event. It also documents my night terrors. Would that be enough to support a PTSD claim, and the head injury/TBI? I also have appointments from the brain injury clinic.

I plan to write a personal statement on VA Form 21-4138, and my wife can submit a supporting statement on VA Form 21-10210. Is that correct? Should I reference specific CFR criteria that I believe I meet?

I can’t speak with a VSO until September, and I’m still currently on active duty.
