apple devices app doesn't connect

my sister gave me her old iphone 12 when mine broke, but she forgot to erase it and i don't know her passcode (we don't live together, so i can't just ask her), so i'm trying to put the phone into recovery mode. i'm on windows 11, and am using the apple devices app. it says "connect a device to continue," and it doesn't connect. i'm using an official apple cord and when i connect the phone, it starts charging, but won't connect to the app. how do i fix this??
