Overwatch 2 fps capped and dipping

I really need some help. In ow2 my game keeps on setting a frame limit to 180 despite me having the limit set to 600 and vsync turned off, my monitor and gpu both have freesync turned off, and I dont know what to do. However, one time the game decided not to cap fps and it skyrocketed to 400 in fight 550 out of fight. So I know I can do better on my fps numbers but the worst part is that it DIPS under 180 during fight. I have all settings on low or medium. I have a i712700kf and rx 6800.
