Throwing to a base without a fielder

I know in MLB it’s a balk but in the little league rule book specifically under 8.05 (balk) no where is it stated that throwing to a base without a fielder covering is it a balk.

Does anyone know if there’s a different rule covering this or is this isn’t a balk in little league?
