How can I attract more clients when launching a solo nail business?

I am a licensed nail technician who offers a wide range of nail services, but I am struggling to find clients in my current location. Despite my efforts on Facebook and Craigslist, I have not been successful in spreading the word. I regularly post promotions on my social media accounts but have not seen much traction. I am unable to invest a lot of money into advertising. Any advice on how to attract more clients would be greatly appreciated.
