Why did Fiona pay the club to promote?

So I’m re-watching shameless and I think I’m on season three? Fiona went to her old job and asked for a managing role and Megan told her that she would let her promote if she paid her $1000. I have done club promoting as well as bottle service and other jobs like this and I’ve never had to pay to work. I’ve had positions where I wouldn’t get paid unless I brought people in, but I’ve never had to pay them to work there. Unless you count the strip club, but I had to pay my house fee and that was at the end of the day or before the night started and I was guaranteed to make way more than that. Has anybody else ever had to pay to work as a club promoter? I know it’s commission based so you may not make a ton of money every night, but I’ve never heard of anybody paying was Fiona being scammed? I can’t really remember this season.
