mixed signals between me (f23) and the guy i like (m24) make me nervous to make a move. how do i progress the relationship?

I (F23) am talking to this guy (M24) I met at work. We both commute an hour away, and he gave me his number so we could arrange carpooling together. it’s only during the school semester, so now that it’s the summer we don’t carpool anymore but we’ve hung out a few times. The initiation of hangouts have been pretty 50/50 between the two of us, but I cannot tell if he’s into me due to some mixed signals, however I want to progress our relationship. • pays for my food whenever we go eat
• always offers to drive me when we hang and extended the offer to dd me whenever i need him
• compliments me (said i smell good)
• finds ways to subtly touch me (step on his back to crack it, compare hand size, lookin at my veins lol)
• teases me about dumb things (nicknames, the dumb things i watch online)
• remembers things about myself i tell him

but…

• doesn’t text much
• can go days without talking to me/initiating a plan to hangout
• hasn’t really escalated any physical or emotional intimacy
• we usually hangout max like once a week

i may be missing some details for both but that’s the summary of our relationship so far. we’ve been hanging outside of work for a month now. i haven’t dated in so long and literally have no clue how to make moves anymore. how can i progress our relationship?
