What the hell is it with the movement sweats?

Haven't played BF4 in a hot minute and decided to hop back on to scratch that FPS itch. I admittedly like to focus on Locker and Metro, occasionally dipping into other maps if I want to shoot the shit in a vehicle.

Nearly every time I play, almost without fail, there are a handful of select players hopping around like ADHD-riddled bunnies with the AEK. I try to trace them, but even if my crosshair is directly on them, it seems like my bullets phase straight through (I'm not the best, so it's even more infuriating when I feel like I've been fucked out of a deserved kill). I've had better luck using the shotguns against them, but even then I'll have not a single pellet hit despite aiming right on them.

What joy is there to be had in restricting yourself to the meta loadout and playstyle for every single match? I get antsy if I use the same weapon too long and will rotate through them; I've discovered some hidden gems by doing this.

I understand that, with BF4 being over a decade old, there will be incredibly skilled players; but the hopping really does seem like an exploit, skewing the game's already dodgy hit-reg.
