RAM shows half of itself, even after reseating?

My CPU (as always) randomly started throttling so I closed a ton of tasks in Task Manager to try helping it.
While I was there, I saw only half of my RAM was being shown. I turned the PC off, reseated both sticks, still 16GB. Any idea on what to do next?
