HCA sign on bonus repayment

Question

So I was employed with HCA as an RN from May 15, 2023-Sept 2024 - I quit due to poor working conditions, being floated to other units, and getting bullied by management. Well fast forward today and I just opened up a letter from HCA stating that I had to pay back half of the sign on bonus. I thought that HCA ended their TRAPs and that the FTC actually banned the traps as well in 2024. HCA announced May 9, 2023 they wouldn’t be enforcing traps or using traps with newer contracts… if that is the case why am I receiving a letter that I owe them $5,000. Has anyone else dealt with this recently? Likely going to consult a lawyer tomorrow. Just trying to see if there’s anyone else in a similar situation.
