Do rush routes make local stops overnight?

I was on the Q13 and this guy asked if the Q31 was coming the driver said yes I checked the schedule the last Q31 from bay terrace leaves at 7:40 this was after 8:40 so what do people on utopia parkway do for local service just walk to a rush stop I assume which brings me back to my original question
