Opinions on how I should do this run

Im doing a run through on veteran and Inwant the run to be as organic as possible, what i mean by that is not making early game runs for the top tier gear. For me half the fun is building up your stength over time.

So for this run i have imposed a rule on my self, i wont explore or pull gear down from area as the main story and or a side quest has not yet taken me took.

The goals is to ensure i always have something in each new zone to chase and work for.

That said i know Cement Factory and Cooling Towers dont have any main quest actions that take you there. As far as side quests go, I dont know of any that have you travel to Cement Factory or Cooling Toweres. I know there are a few quests once your get there tho.

So my question to you all is, at what ppint i. The main story should i "Allow" my self to go to those zones. My inital gut says after i am sent to wild island but before the SIRCA mission.
