Mexican driver license

So I'm a shift lead and we had a customer today come in to buy alcohol had a Mexican driver's license. The paper that explains what type of identification is acceptable says foreign driver's licenses but it says select states. I'm in California am I one of the select states? At the bottom it said leadership override or something like that. Basically is stated that I I have limited authority to override it and allow the sale to take place. Should I have allowed it or denied it??
