Can CBN get you high?

Hi, I live in France and the government is considering banning CBN because it is potentially intoxicating and addictive. Do you think they'll find concrete evidence backing this up? I like that stuff, it doesn't make me high and it infuriates me to consider I might go to jail in the future because of this.
