Rash on chest won't go away

I, 16f, have had this rash on my chest for like a year or two by now. It looks and acts like acne (little red dots, some have white spots in the middle). It's all over my chest except my boobs and almost going up my neck. It's kinda itchy and sometimes hurts to touch a little (again, like acne). I don't smoke or drink, I live in central Europe and I'm about average weight. Anyone have any idea what this is and how I can get rid of it? Thanks.
