How do you handle siblings that fight?

I have two daughters, 6 and 12 and they fight a lot. They both start it and is so frustrating because I expect my oldest to act more mature and not like a 6 year old. Any advice? I do time outs, extra chores, taking away privileges but it doesn’t seem to help much and just makes me out to be the bad guy. Any advice is appreciated
