Isn't smurfing/boosting bannable or supposed to be considered ''disruptive'' in this game??

As a relatively new player, i find it extremely hard to enjoy this game when every other game there's an account like this one (https://op.gg/lol/summoners/na/ZephyrHatch-6934) ruining the fun. A clear Seraphine main account, that wasn't great at all. Suddenly start playing bruiser/tank and destroy everyone. Low elo is impossible to enjoy and it's practicly impossible to learn anything to improve with those kind of games.

Like, do they actually want new players to play this game, or are they just content with milking their already braindead playerbase with 500$ skins?

After that people think the Riot MMO will be the next best thing. Watch it be a nightmare of microtransactions on a free to play model worst then Lost Ark or BDO.

What's the trick to get out of low elo when 50% of the games are full of griefer/smurf/booster/troll picks??
