How will the cut to ISA allowance change strategies around FIRE?

If the ISA allowance gets slashed to £4,000 (from £20k), what does that mean for people on the FIRE path in the UK?

A lot of us max out our ISAs because it’s the most tax-efficient way to grow and draw down a portfolio — no capital gains tax, no dividend tax, no income tax, and you can access it anytime. It's basically the perfect vehicle for early retirement, especially in that gap before pensions kick in.

So if the annual limit drops by 80%, how much does that actually change the game?

🔹 Some quick maths:

  • At £20k/year for 10 years, assuming 7% returns, you end up with ~£280k tax-free.
  • At £4k/year over the same time, that’s only ~£56k sheltered.

That’s a £224k difference in tax-free capital. The rest would now sit in taxable accounts, meaning:

  • You’ll pay CGT once you go over the annual allowance (~£3,000 as of now).
  • You’ll pay dividend tax if you’re holding income stocks or funds.
  • You’ll probably need to grow your total portfolio more to end up with the same net income in early retirement.
