Item Removal From Tree

Despite very little wind, one of our back yard sun umbrellas was blown out of the yard yesterday and lodged very high up in a neighbors front curb tree and I am at a loss on how to get it down. Does anyone know, are there city services that would take care of something like this or do I need to contact a tree trimming service and ask them for a quote to come pull an umbrella out of a tree without the need of a trim?
