How is it possible to wipe Historia's memories

So I'm rewatching AOT and Freda Reiss can wipe Historia's memory but Historia is of Noble blood and I thought certain noble bood was immune to the founding titan's ability to wipe people's memories. If it's because her mother is not of noble birth and how can Rod Reiss be sure she could control the coordinate?
