Marriage Re-certification??

One of my troops recently got an email from finance saying his pay was reduced to single rate due to a failure to complete the required marriage re-certification. The DAFMAN they referenced is 65-116 chapter 32. Seems legit, but I’ve been in coming up on 20 years, been married for almost 15 of those years and never heard of this. None of the married members in my shop have ever heard of this either.

Anyone ever run into something like this?
