Weird 9070 xt flashing issue

My games have a weird flash effect whenever the lighting changes fast in a game, i seem to not have this issue in my igpu in 9800x3d, is this normal in any way or should i try a rma? The best example I have is from wuthering waves gamemode which switches lighting a lot(it does not happen to others or my igpu) : https://streamable.com/wcl1ix
