How do I answer this part of the citizenship application for my US daughter?

Hi all, I’m an Aussie living in the US with a US born daughter (8). I want to get her Australian citizenship and it seems pretty straightforward so far until I was asked to provide a: “court order stating sole custody, or right to determine where child should live”

My ex and I share custody and we plan on keeping her in the US and I don’t have sole discretion to decide where she should live. Those of you that have encountered this or know someone that has, what did you do?
