Mod Update approval Time Frame

Purchased a mod, because the author promised a large update was uploaded and waiting for Beth approval, now nearly 2 month later, the update is according to the author still in approval limbo. Anybody know if this can really happen or is this some sort of marketing stunt to raise sales of the mod??? Have already got a refund, just wondering.
