AC blowing hot air. Clutch plate not spining

So my 2006 TSX at close to 280000km started blowing hot air. The clutch plate is not engaging and spinning when the car starts, however it moves freely by hand when car if off.

I checked all the AC related relays in the fuse box and they are receiving power.

I was quoted $650 to replace entire AC compressor with a Korean aftermarket compressor. My question is do I need to replace entire compressor or just the clutch plate? Its a nightmare to get to get the compressor and I have no means to DIY due to the access, therefore I'm hoping if I just have to replace clutch plate it might be cheaper? Thoughts?
