Retrofit window install in an old Victorian, should it look like this?

installer says that they’re not responsible for touching up the paint, which sort of makes sense to me.

But the caulking work does not seem very clean and imagine that I would need to get a painter to sand it and clean it up. Is that normal for a window install?
