Classic catalogue games missing in different regions specifically Ukraine

Due to certain circumstances people who play games in my country can't play them as easily due to sanctions and hyper inflation along with some other problems so we mostly have different accounts from other regions (my ps plus account is specifically Ukraine) and just the other day i noticed that some games on the account that i have ps plus premium on were missing compared to viewing the same catalogue in an account from another region (America) that i didn't have ps plus on .the missing games were mostly in the ps3 section for example some of the ones i noticed missing were games like darkness 1,2 gow 1,2 acsension ninja gaiden 1,2 sigma along with some other ones like fallout new vegas along with alot of other games though the games in the extra and essential section were pretty much the same .i guess the reason i made this post was maybe alleviate some of my own confusion so i would appreciate any responses and sorry if im a little dumb
