Conquering places is more annoying than it needs to be in my opinion
Whenever you conquer a place, you get stacking penalties against building efficiency which really suck. You get: -33% from unincorporated state At least -25% from turmoil/radicals, which you can't really circumvent When you conquered the area directly instead of going straight for your enemies capital, devastation gets you additional penalties. I think that either one of these penalties really is enough. Even when you diplomatically gain a treaty port, the penalties make it painful to build anything.
I only played majors since 1.9 came out, I imagine its even more painful to play as minor countries with this.
I think that there should be a bonus to counteract these penalties, something like a 25% buff, just to take the edge off.Sometimes people are so angry that you can't even avoid the first revolt, but because of the 95% debuff you literally didn't even have a chance to improve the lives of the people you conquered. -70% is way more reasonable to me.
