Recommendations for Requirements Management tool

Hi all, I'm looking for recommendations for a requirements management tool so I can collaborate with clients. Should have guest access, allow scoping out requirements and potential test cases etc.

Right now we're working off of spreadsheets and collaboratively editing but it makes linking dependencies etc pretty tight.

Many thanks
