Custom Mass Outbreaks w/ Emerald Ace: Limitations?

Hello, I am using Esh4rks custom mass outbreak codes and I have successfully followed everything up until now without issue.
I am trying to get Bagon to appear with 100% in any zone of Meteor Falls. When I use the codes I can make Bagon show up with 100% at route 101 but when I change it to any Meteor Falls Location it does not work. I've tried every single section of Meteor Falls Including Steven's Cave from the Map IDs. The code always executes successfully with a diploma but then Bagon will not be spawning with the outbreak in any area of the cave.
Has anyone experienced this? Is there a limitation on a zone a pokemon is already naturally in or something? Why would this work for route 101 but not Meteor Falls?
