[VA] bought a vehicle that I can't title

Hi, I'm hoping I can find help here. I recently bought a vehicle at a family owned dealership. They mailed me the title & paperwork, but no tags like they said they would. I went to DMV to put it in my name. DMV told me that I can't put it in my name because the dealership I bought it from was missing the bill of sale & title transfer. I went back to the dealership to ask about it & the owner said "There's nothing I can do for you".
