Cash offer

In your opinion, how much/% under an asking price can a cash buyer offer without it seeming rude?

I’ve heard that if the seller is having trouble attracting buyers or has been burnt with offers falling through due to financing issues, they’re often willing to do a cash deal. But I don’t want to offer something that makes me look like a rude cheapskate!
