Still can’t get medical coverage for my spouse under CHAMPVA

Hello, I Still can’t get medical coverage for my spouse under CHAMPVA and they keep telling me they only take Medicare, etc., and beginning to wonder if there’s any legal recourse or if this is nothing but a big joke on veterans. If you have any advice, please let me know. Thanks in advance and yes, I did ask this question earlier in another post, but that was before I was continually turned down by medical groups, even after the Internet claimed under a Google search that these primary medical care doctors in the Phoenix, Arizona area would take champva.
