How do I get a GPS

Pretty much just what the title says. I got the game a couple days ago and have been having a blast and have already put in around 11 hours but I can't seem to find a GPS no matter how much I loot and search I have tons of legendary weapons but still no GPS is it supposed to be this rare or I am looking in the wrong spots?
