Adult day programs/disability resources?

I'm trying to help out a dear friend who lives in Loomis area. Does anybody know of adult day programs (or other disability resources) in that area that aren't just for seniors or for people with intellectual/developmental disabilities? My friend is about take on care of her recently disabled sister and it looks like everything in the area is either for seniors or her sister wouldn't qualify because her head injury happened as an adult.
