How to get rid of people that don't listen to the rules but they're VIP or a Streamer Friend

Question

Starting from the beginning, I found a small streamer (streamer 1) with 150 followers who inspired me to start streaming again after a 10-month break. This person means a lot to me, and I consider them a friend. They have 4 mods, 1 of whom has also been inspired by streamer 1 and is currently sitting around 100 followers (streamer 2).

After raiding into streamer 1, streamer 2 followed me and started watching my streams. My rules clearly state not to flirt with me TOO much, and they responded well. No issues to begin with, but as time went on, streamer 2 got a lot more flirty, so I stopped responding to a lot of their messages. After a while, the 3 of us ended up collaborating, and so I gave both of them VIP's in my chat and they both returned that.

The longer I've been streaming, the more 'traction' I've gotten. I've had a few people follow from TikTok, and they were great people to begin with, but with streamer 2 actively flirting with me every chance they get, it's made some of my old regulars a bit uncomfortable. These regulars, including my mods. Also, as the new people have gotten the feel for chat, a few have jumped on the bandwagon of either flirting and/or shipping me with streamer 2.

Streamer 2 has also been begging me to play games with them (I'll always respond with 'one day'), as well as them self-promoting in my chat, which turns me off to playing with them in general, especially if they can happily 'take' my viewers without any regard to me.

Streamer 2 has also messaged me a few times on Discord, asking if they've overstepped at all, which I have said yes and jotted down points for them as to why it's made me uncomfortable, and I have asked them to stop. They stopped for the first 1 hour-2 hours of my stream and started back up again.

We share a lot of the same followers/viewers, so I don't want to be banning anyone and potentially lose followers/regulars over this.

Any advice would be appreciated.
