Advice for rescaping, moving, and algea growth

I have a 40 gal, that has one brittlenose pleco, 10 juvenile mollies, (they are all female, im not doing that again), nerite snail, plenty of rams, ponds, and bladder snails. Im looking to upgrade the filters to a canister (mostly likely the fluval 307) and move it to a new stand in about 5 months or so. But currently I am dealing with duckweed making a come back, hair algae, a guppy grass explosion, and the need to grow some green dust algea for grazing. I also need to update my substrate as it is compacted and I think getting some bioactive soil will help with the plants.

So do I do the rescspe now and attempt to fix what I know is wrong with the tank, or try to adjust over time and then do the rescape when I need to move everyone to the new stand?
