file secondary before primary rating?

Hello, I'm currently waiting for my primary conditions to be rated (shoulder dislocation s/p shoulder surgery and lumbar spondylolisthesis). I had my c&p exam with VES, and I've seen on here that it could take months before they send my forms to the VA. I recently got a diagnosis of reactive depression from my shoulder surgery and was wondering if I should file a secondary claim now that I got a diagnosis of depression or if I should wait until I get my rating back? Thanks.
