Set stage commands not working

So I am in the process of completing for the Republic part 2 and I ran into a bug where I can't progress Moore's dialogue after getting the brother hood to side with the NCR, so I figured I could just use the set stage command since I've had similar issues before and I'll type it in and I don't get the error message but the quest doesn't progress, any suggestions?
