Heat pump outdoor fan stops spinning after one hour

Like the tittle says. I called a tech, he topped off the coolant but it seems after the unit runs for an hour the outdoor fan stops spinning and the indoor unit is blowing room temp air. If I shut the unit down for 15 min and restart it I get another 45min of the fan turning on. What could be causing this? Do I need to call tech again?
