Update won’t install

Ever since the last update, steam won’t verify the files. Verify files will get to 80%-85% then restart to 74%. In my 10+ years of using steam I have never seen this. Please help

I’ve tried restarting computer, uninstalling and reinstalling dbd, restarting steam….
