dont tan or burn

literally i stay the same color, i dont know why i cant tan. i got frustrated one and took it to the extreme (i know this was a bad idea) and i put on tanning oil with no spf and sat i the sun for 2 hours at uv 8, nothing, no tan no burn (very very very slight tan maybe but like my foundation still matched)

context - im white, but i dont think im super pale, more in the light range? i think im type 3 on that fitzpatrick scale.

any advice on how to tan?
