I need some help with this

I'm having a bit of a dilemma. I have my permit, I'm an adult, I'm trying to get my driver's license, but my state requires some sort of insurance. The problem is I can't get insurance without a license. My mom won't put me on her insurance, so I'm just confused about what I should do to get around this.

Ps:I don't respond to sarcastic/rude sounding comments. Yes I drive my moms car without her knowing(she has 5)also without insurance that's just what happens when you have unsupportive parents. My city isn't walkable and I need money for college shoot me will ya?
